· To introduce the existing planning system in Sri Lanka
· To provide a broader understanding on institutional framework at various levels in Sri Lanka
· To introduce the spatial planning policies relevant to national, regional and local level in Sri Lanka
· To introduce the planning process adopted at various levels for planning preparation
· To explain the system of local governance in place for development and service management
